Waipahu the reporting area is not one neighborhood. Waikele and Waipiʻo Gentry are planned subdivisions with HOAs and 1990s floor plans. Royal Kunia and Village Park are further mauka and newer again. Lower Waipahu is the old plantation town — smaller lots, older houses, and multi-generational families who have held them for decades.
That spread is why the median moves so much month to month, and why it is the wrong number to shop with. Pick the sub-neighborhood first, then look at what has sold on those specific streets. An agent who quotes you "the Waipahu median" is quoting you an average of four markets you are not buying in.
The reason to be here is space per dollar with a commute that is still survivable, and the fact that the rail now actually runs through it. The reason to look carefully is the same as everywhere on the leeward plain: check the sewer situation, check for permits on the additions, and check how much of the lot is legally habitable.

And read the closed-sales row before you read any percentage above it: in a month with only a handful of sales, a change of several hundred percent is arithmetic rather than a trend, which is what the year-to-date rows are there to settle.
